### Campaigns and listing groups

The standard Shopping campaign remains the most controllable catalogue format. You still have to split what you want to arbitrate.

-   **Listing groups**: the catalogue split by brand, product type, custom label or margin tier, across up to seven levels of subdivision
-   **Custom labels**: five free dimensions, a thousand distinct values each, to carry in the feed what Google does not know about your business
-   **Campaign priority**: three levels, the higher-priority campaign bidding even when another bids more, which lets you route one product by query
-   **Bidding strategies**: maximise clicks or target a return on spend, as a portfolio or per campaign
-   **What the format does not do**: a standard Shopping campaign does not serve on the Display Network, and the API returns an error if you try

### Free listings and surfaces

Part of the distribution is not paid for, and cannot be steered either. It is earned through catalogue quality.

-   **Seven surfaces**: Search, Images, Lens, YouTube, Gemini, the Shopping tab and the products module on the Business Profile
-   **No guarantee of serving**: Google writes that the status permits display without guaranteeing it, and that it relies on the data provided to match your products to searches
-   **No lever**: no bid, no budget, no priority on free listings. It is an eligibility, not a channel you steer

### Comparison shopping services and competition

In France, serving must go through a comparison service. It is a regulatory constraint, and a poorly used lever.

## Google Shopping, our reading

Google Shopping means two things worth separating: **the consumer surface**, the tab and the comparison service, and **Shopping ads**, the format that serves product listings inside Search. Both feed on the same catalogue submitted to Merchant Center. Since 2020, part of that distribution is free: product listings appear without a bid across Search, Images, Lens, YouTube, Gemini and the Shopping tab.

In France as in twenty other European countries, **serving must go through a comparison shopping service**. Google Shopping is one among others, and several may coexist on Shopping ads.

### The most controllable format left on the catalogue

As Google automates, the standard Shopping campaign keeps a value recent formats do not have: **you decide what to show, at what price, and in what order of priority**. Splitting into listing groups isolates a range, a brand or a margin tier. Campaign priority, across three levels, even lets you route the same product to different campaigns by query, since the higher-priority campaign bids even when another bids more. On a catalogue with uneven margins, that level of control is often worth more than automated arbitration.

### Free listings: an eligibility, not a channel

The free part is attractive, and deserves to be understood for what it is. Google writes that free listing status **permits display without guaranteeing it**, and that it relies on the data provided to match your products to what people search for. There is no bid, no budget, no priority: no steering lever at all. What makes the difference sits upstream, in the completeness and precision of the catalogue. One more reason to treat the feed as an asset rather than a technical formality.

### Comparison shopping services, a regulatory constraint and a misread lever

This is a European specificity many advertisers endure without examining. In France, going through a comparison service is mandatory to serve. Two facts documented by Google deserve to be known before drawing conclusions: **several services may coexist on Shopping ads**, and **a merchant is never second-priced against itself in the auction**, whatever their number. The received idea that multiplying services drives your own costs up is therefore contradicted by the documentation. What remains is the question that matters, case by case: what each service takes, and what it brings back.
